I think you are right about Putin noticing the candy. He might have heard Kuchma taking the candy out. If you look closely you can see that Putin&#039;s mouth starts moving like he is tasting something. This happens right after Kuchma starts the candyman act. It might be a coincidence but it seems that he (Putin) actually would like to have some of the candy but for some reason is not willing to accept it.
You also might have a point in the interpretation of Putin&#039;s and Medvedev&#039;s different reaction to the candy offer. Only time will tell if they have different styles of leadership and in the underlying values/philosophy.

In general Mr. Putin seems to be a little irritated or anxious about something (not standing still - making movements like ants were running under his clothing) or he is just bored. May be Mr Medvedev sensed that (good empathic abilities) and offered him a candy for relaxing :) 

Funny video anyway - especially the mouth moving :D It would be nice to see what happened a minute earlier to this point - might give another explanation for the seemingly sudden mouth movements</description>
